Cannot reboot to Mac Pro 4,1 to 5,1 update

Hi all
I have a Mac Pro 4,1 that im trying to update to 5,1 so I can upgrade to 6 core CPUs
Firstly I had the error code 5570 but I resolved that by mounting the Apple EFI firmware update dmg before running the update tool
The tool says its successful, but when I reboot the machine I get the flashing light, then the long tone, but after I release the button I get the normal chime sound and then machine just boots back up into OSX, it doesnt do the update!
I read online it might be because of my GPU but i've tried with both an original Apple 4870 (that came with the machine) and a Mac bios flashed AMD 7950 that I have
Can anyone help?

I solved the issue by disable SIP
